Hard to say. I would give it a good cleaning. It might be just dirty.

It really looks like there could be corrosion under the paint. You should try poking the areas with a sharp pick to see of there is any weakness in the tubing. That method works really well for the spots that are underneath the fabric (so you don't have to pull the fabric away).
There is also a chance that the area looks rusty because something that was rusty was resting on those spots. If so it should clean up.

Hi, thanks for your recommendation. i will try to made the test with a sharp pick. here attach a picture that i do after trying to clean the brown area. it seams to be part of the paint.

Looks like surface corrosion under the paint. Not life threatening however time is coming to consider fabric removal, strip and repaint frame.
Caused from a epoxy varnish stain ?

I would see if maroon scotch bright takes off those brown spots.
