Hi Harlan,
FWIW, I thought it made common sense to mount that on top of the tabs also, even though I believe the diagram in the manual shows it on the bottom. Guess what... my elevator push/pull tube actually slightly touched/rubbed on the back edge of that cutout with full aft stick position. I had to go in after the fact and enlarge the opening to the rear a little. This was after I was through with covering and doing final assembly. It wasn't a real big deal, but I couldn't stand the thought that the tube would be rubbing against the wood there. If I had mounted it as I believe it's shown in the build manual I don't think it would have been a problem. That was my experience anyway. I'm sure I mentioned /documented that previously somewhere on this forum.
