Tail access panel ?

Since I bought this project partially built, are the access panels with the slots in the front and the clover shaped one at the rear already cut? or is there a template for the cutouts?
I'm building new panels, the old ones are a little rough. I'm also building it out of .025 so i can use solid counter sunk rivets.

SS7 panels come pre-punched.

The ones I have looked like they were bunched..............by someone, like I said, look kinda rough
