Cowl camlock mounting?

Do the upper cowl camlocks go through the boot cowl and the firewall?

The instructions give specific spacing but the dimensions don't line up with a flat spot on the firewall flange.

It's been a while but, I seem to remember adjusting the spacing to accommodate the flat places on the firewall flange. In the photo I'm at the "cleco" stage. Later I fitted the camlocks to the firewall.

In this photo I'm installing the camlocks (http://tropicaltuba.com/Kitfox%20Project/images/1126.JPG). (That's why one camlock is temporarily mounted backward.)

I also used flush screws and nut plates to secure the boot cowl to the firewall. Only the camlocks secure all three components.
