I am ready to install the tail access forward bulkhead, but the fit is way off. I was wondering if having to remove this much is normal... and do I then need to reshape the outside edge to make it flush with the tubes?

Yes, make it fit the the rib at the top of the bulkhead. Find the tangent of the tubes at the bottom. And then follow the profile shape of the piece provided and make the ends meet. Should be roughly an 1/8"
