rear spar attach bolt washers?

I am putting the wings back on my Mod IV 1200. :D can't figure out if there is supposed to be a washer on that bolt or not. I have the manual but just can't find the instruction. Don't want the NTSB to say I broke it cause I left out a part.

PS. torque value?

The parts list in my manual lists only two washers for the rear spat attach bolts. that would be one for each side. I put none on top and two thick washers under the nut on each rear spar bolt. I needed two washers to align the cotter pin hole I did not use any measurable torque on the nuts. Finger tight.
